There's a piece of software, I forgot what it's called but you should be able to find it rather easily, that essentially removes every potentially privacy-risking feature from Windows 10 including telemetry and a shitload of other stuff.
Now, it's good to remember that this is potentially useless and Microsoft may have methods to get around it anyway, but the only way to live with full privacy nowadays anyway is to literally go off the grid in an underground bunker restricting yourself to burner phones in some South American jungle. At this point most anyone who matters has all your data anyway so it's up to you whether you want the comfort of maybe just being able to cut off their surveillance before they find more or just saying fuck it and not worrying about it any longer.
Why would you want to turn it off?
Here's why you don't want to do that: if you turn it off telemetry then Microsoft won't get your usage data. If all neckbeards disable it, Microsoft will only be left with the data of normies. They use this telemetry data to decide what direction to take Windows.
If they only see what normies do, they'll do things only normies will like. Just look what's happened to Firefox since they started using telemetry.
