The power adjustment interface differs among different lines of laptops, IIUC, and there is no standard defining how these interfaces should work. It can take significant effort to reliably support a laptop line in this sense, and the dumb/easy/portable approach is going to be less efficient. I know this has been a problem with BSDs in the past, at least.
