What kind of programming language + framework would be easiest to get into, when trying to create a 2d game?
Something like Dust: Elysian Tale, Child of Light, Terraria, Hotline Miami.
Which one would be easier to port to different platforms?
C# + XNA? (is it only for xbox?)
Python + pyGame?
Ruby + Rubygame?

Just write the whole thing from scratch with opengl. 2D is a joke. Any retard can make an engine from scratch within a week at most. Royalty free, tuned to the task, easy to modify and adapt.
