I don't really know many C IDE's but I've used code blocks and it's pretty good
If you're asking something like this I'd say just stick with a text editor and use gcc or whatever to compile. No need for an IDE.

Try CLion by jet brains. It's free if you are a student(and I think it may also be free for non commercial use).
Find something that works for you, and stick with it. If notepad.exe works for you, more power to you.
I like Visual Studio, with PVS Studio installed it's pretty decent, though XCode is my all time favourite.

Visual Studio is the best one for any of the C variants. If you don't want to get that for some reason, then Dev C++ would be a very light and simple to install/use solution. In which case, yes.
