Why does windows update do this?
It's not like it's writing to disk, svchost is completely inactive on both disk and network.

I'm also using a laptop, on the default power saving profile, and it's burning through my battery like nothing else.
I've noticed Windows Update also uses insane amounts of RAM at times.

That's understandable. It needs to create, trawl through, and modify its databases, as well as decompress and patch updates. both of which use a lot of memory.
The CPU usage is just strange, and seems to require a reboot to stop.

It's Windows 7. I have held back all updates except security and innocuous things like translations and software bugfixes.

I had this happening as well a year ago. My father's laptop did as well.
I ended up just disabling the service outright. Seems pretty intentional to me.

That's why he suggested you install GWX control panel. Win7 update service tries to force feed you the telemetry updates on top of the win10 upgrade. GWX curbstomps that shit so update acts normally. You're running another service to counter that service with less drain on resources. It's a necessary evil.
I just had this problem. svchost.exe using up 50% of CPU even at idle. I just had to disable automatic update for Windows Update in settings.
