Why does every carrier have incompatible Voice over LTE (VoLTE) implementation?

Phones bought unlocked can't use VoLTE because the carrier's VoLTE system implementation is all different, and carriers have banned any phone that they didn't sell themselves from accessing VoLTE because there might be incompatibilities.

Why haven't FCC and other telecom regulators forced carriers to make their VoLTE systems compatible?

Forgive me if I'm being stupid but if I'm using VoIP applications like whatsapp/messenger/skype voice calls, over a 4G LTE connection, is that the same thing as what you're talking about? Because I have an unlocked Oneplus One and it werks fine. That said I don't live in the US where you have weird telecoms standards.

You don't need to feel stupid because that's exactly what VoLTE is: VoIP while being on a LTE connection. It's just a buzzword used by mobile networks operators to promote their own VoIP implementations in a struggle to stay relevant in a world where their clients really need just a data plan and nothing more.

here in the UK we have companies competing for who can give the most data with least cost per month, 3 do unlimited (as in, no fair use policy, nothing, fully unlimited terabytes-a-month sort of data - the only thing you cant do is use tethered devices because otherwise people would just use it as a home internet connection) - all for £23. Which is about $23 these days. And it's 4G LTE so it's about as fast as the average home connection if youre in a major city.

It really sucks how companies in the US use all these artificial techniques to pretend there's real competition when really it's just a big cartel and the consumer is left paying huge fees for data caps and slow service.

Partially greed and partially because america is huge compared to the UK. It's a lot of maintenance.
