Many nations still use the idea of inflated territory, both for resource gain and for military defense.
Problem is these ideas are not as applicable as they use to be.
Resource rights are very well claimed given how long the boarders have been around. So getting that little bit more is not worth it. Would you risk starting a global conflict to gain control of a few billion dollar copper mine or oil field, especially if your nation is really big and already has other resources?
As for buffer defense, it means far less then it use to. WWII showed how little a independent nation means as a buffer, as a real warring faction doesn't care as much about foreign sovereignty as they use to. Also high speed air force strikes makes such buffer delays in matter of minutes and hours, rather then weeks so it doesn't really buy time to fully mobilize an army unless it is already on active standby.
What they really likely want is to set up a toll zone and effectively tax all the shipping lanes.
