This is actually a VERY good change. CONNECTIVITY_CHANGE shouldn't be used that much, and it constantly triggers when your device is frequently reconnecting.
Delaying NEW_PICTURE and NEW_VIDEO is also a good choice. Your app doesn't need to know when you took a picture in the instant you took it, it can wait a little while.
