Real answer, it depends, but the go-to answer is to look for a compiler for whatever language you're writing it. That's what ultimately takes the text file and converts it into instructions your PC can actually use. Alternatively, find some sort of all-in-one software like Eclipse or Visual Studio that'll do a lot of the (admittedly pretty simple) dirty work for you.
