Is there any reason to get a 4k tv?
Is there anything that is even recorded/released/airs ect in 4k?

The better subtitle rendering makes it worth it alone.
New models with proper HDR have better colors and proper upscaling which ais fantastic if you're not poor. Having a PC that can handle 4K gaming as well is also nice with proper image scaling and low lag. Idiots claim no because the lack of native content but don't comprehend the many other improvements that improve picture quality for anything on it.
My new 65" Samsung KS8000 is amazing. OLED is still too expensive for what it is because the flaws limit them to primarily movie watching in a theater like setup for optimal quality. They need another year or two to be worth it just like how 4K is now.

4K resolution is useless for any living room sized TV, but (most?) new 4K panels are generally of better quality than older or cheaper lower resolution screens.

4K Cable TV is a while off, broadcasters just got to 720P/1080i widely. If you want to stream online, you need generally around 25mbps. If your internet connection is not substantially faster than that, you'll either not achieve the quality or slow down everything else while watching. A lot of people don't have the visual acuity for 4K content either. Breaking Bad is available on 4K on netflix, but that's all I can readily think of off the top of my head (there are other programs, I just don't know them).
In general I'd say the value prop is hard. I just picked up a Sharp 43" Roku TV from Best Buy for $250, which is generally a good price, dirt cheap. But today somebody (I think Best Buy again) was offering a 55" Samsung 4K LED backlit LCD TV for $550. At that price, I'd probably pay for 4K.
The price differential for 4K keeps falling, so if you're not desperate to replace your TV, I'd just wait a little bit longer.
Do they even make 32" 4k tvs?
I watch tv while laying in bed and have my tv on a wall mount that hangs about 3-4 feet away from my face, so I don't want to have a tv larger than that
