Do you guys think theres any negative effects of having the phone battery constanly be charging and stuck at a percentage while playing pokemon go for more than 3 hours straight every day?
also is it bettery to just have a backup battery rather than a portable charger?

Shouldnt be, a good phone would decide to use the power coming in through USB and not use the battery. All power that is unused goes to charging the battery.
