Get a 6500 or 6600
Not sure about Skylake, but overclocking with Haswell/Devil's Canyon largely wasn't worth the gouts of molten, hot air your computer would expel. Not to mention, it's complicated as fuck nowadays--ask three people how to overclock Intel, and you'll receive three different answers.
Most computer equipment is so efficient nowadays, it's a shame that typical mentality of overclocking is to undermine it.

So again, get a 6600 or 6500, but then get a Z170 so you can at least overclock the ram, which is usually as easy as setting a profile.

I can't remember what I spent, but it was $300-something for a cpu and mobo combo at Micro Center.

I use AMD but agreed that if OP is looking to upgrade his CPU within the range of $300-$400 he should just get a new mobo and go Intel.

That said, AMD processors are still bretty gud especially considering how the FX series has aged. They're considerably cheaper for comparable performance. If you're starting a build and you only have the budget for an i3, you're better off going AMD.

The Skylake i3 is some funky shit that is somehow dependent on odd shit like RAM speed for better performance. It is also 2 cores, 4 logical. We're getting to the point with gaming that octacore processors are getting utilized more efficiently and single core speed is a little less important than it once was.

You just set a voltage (below 1.4v) and multiplier in your BIOS and stress test it. I'm not sure how much real-world performance improvement you'd see but I imagine going from 3.5GHz to 4.5 is noticeable.

Back when I bought my Z97 Pro 4 there was no USB 3.1 and it cost me 70€. Can't complain. Also I would record and stream games with VCE. I have the bandwidth to bump the bitrate up enough to compensate for the worse quality. And it doesn't impact performance.

depending on your use case. The haswell Xeon is a bit cheaper since you can re-use your DDR3 memory, and performs better in multi-threaded workloads, but the Skylake i5 performs better for gaming while still doing well in multi-threaded workloads.
