I like the mageia control panel. It's a bit like the yast, but it's much lighter and quicker. It can't do as much as yast, but yast is incredibly slow in my experience.

Serious theming. Desktop environments have shitty config tools. Xfce, kde, gnome, all of them. To really tweak fonts, themes, etc. you gotta vim that shit.

I take it you've never created a theme for Windows then because it's even more of a clusterfuck with all these sketchy barely working tools that are needed for shell extensions and replacing stuff that's embedded into stock Windows programs. Outside of that, it's standard for both systems, you go to the theme settings, and pick whatever you like.

Some settings can only be found in "Settings".
Some settings can only be found in the Control Panel.
Some settings are found in both.

It's just a mess. It's like they ripped various pieces out of the Control Panel and turned it into a separate, shitty "metro app".
