Uh, well not quite. As the temperature of the heatsink rises, the amount of heat it gives off will also rise.
The differences between heatsinks is not how much wattage of heat they can dissapate but how much wattage of heat they can dissapate at a constant temperature (difference from the environment), eg; a massive heatsink will still put off 100W of heat but it will do it at, say, 50C, while a tiny one will give off 100W of heat at say, 150C.
So you can see that having a tiny heatsink really is bad but the actual heat given off is the same.
Of course if the temperatures of the heatsink and the environment are the same, the heat given off is actually zero
