I can testify this is false, the flashplugin-installer package has never asked me to reboot. Also you can check this easily:
-When a package requires a restart the postinst file in the debian package contains something similar to this:
my $notifier          = "/usr/share/update-notifier/notify-reboot-required";

my $warn_reboot = 'Yes'; # Warn that we are installing a version of

and

This isn't autism. It needs to reboot because it updated systemd, and because systemd does everything, the logger and tons of other important tasks are still running their old versions right now. The only way to get the new versions started is to restart systemd, but since systemd is the init system, this requires rebooting the entire computer.

This is one of the hundreds of reasons why systemd is shit. It's turning Linux into Windows 9.
