Intel is the way to go as AMD has shat the bed. There's little reason to buy anything else but Skylake atm, so just pick a 6500 or 6600 or something. Whether quad core is enough depends on your needs.

my needs are graphic design for work and gaming for fun.
looking at a 6500 skylake, it's only 190 after a coupon.
6600k oc'd is the all round sweet spot for gaming
Multicore workloads you're looking at 6800k or hoping Zen won't shit the bed since Intel is gauging on price right now with x99 since they literally have 0 competition

Yes. Their lower end offerings are still very competitive but they haven't made a competitive enthusiast CPU since Athlon 64 X2 for the Socket 939.
It still amazes me that even with Skylake you can get >10° better temperatures with delidding. Without the need for meme liquid metal pastes, just any normal high quality thermal paste will do it.
I mean just what the fuck does Intel use, actual toothpaste?
