First thing I'd get is a computer, preferably one with SIM support (you can find this on the odd chromebook or win10 tablet these days). Then I'd pick up whichever prepaid $2 SIM gave me the best data rates, and I'd get working on finding a job. While that was running, I'd purchase some clothes that are not my pyjamas, for the eventual interview, a month's grocery's (minus anything that needs refrigeration), and a phone. I need to make sure I save enough cash for a deposit, and the uber fees that I'll have to pay in order to get around. If I have leftover cash, I'll spend it on more clothes, food, etc.

Nice clothes, watch, etc. Bury $5000 in a secret spot somewhere. Take my remaining money to a casino to gamble. If I win, great. If I lose it all I'll try to work my way up (I bet those purchases would also help in job interviews and such). That secret $5000 can save my ass if I keep fucking up.

In my area Tmobile offers 3gb of high speed data and unlimited 128k after that for $39.99 a month prepaid

I would get one of their cheap phones, that plan then a cheap netbook to tether to the phone (I have surfed at 128k, it sucks but it's not that bad)

then use that to get a job and real housing
