should I oc my GTX950? current clock is 1102 MHz
will it make a significant difference? talking about 5+fps in mgs:v, gtav etc here

It doesn't hurt to try. Just bump core clock up in 5Mhz or 10Mhz increments and test it with 3DMark. Back off the moment you see artifacts. Worse case scenario your display drivers reset then you try again.

Just slam it up as high as you can without increasing the voltage, even if it crashes it can't hurt anything.
