Laptop harddrive died. If I run a Linux install in Persistance mode on USB, when I get a new HDD can I install it to the HDD and keep all of my files?

If it died it died, should've backed up
Well it depends. Usually when an HDD dies it's because it's got too many bad sectors to be read properly at some points. In this case then yes, most or some your files can still get backed up.
If it's something more serious like "I opened my Hard Drive and poked it with a stick to see how it worked" then no.

You can write the partition that you're using as persistence directly to the new drive or you can simply copy the files over by mounting the persistence partition on your new install.

Well you might be able to extract the files so long as it's just like a bios problem or something, if not and the drive is really 100% dead then the only way is to have a company extract the files for you.
