It does its job perfectly, and it still works in newer games. There's not much for the developer to update.

The purpose of fraps is lossless frame buffer dumps, so you can edit from a raw format and not murder quality with double encoding.

That would take away the whole idea of Fraps, being that it records in an uncompressed lossless format while minimizing CPU/GPU/RAM usage.
Here's a shot of a Fraps video, it might as well be a screenshot directly from the game. And it manages this with the only system resource it puts any notable load on being the drive it's recording to.
