The thing about supercomputers is that it's not really about who can get the fastest CPU, but who can get the most amount of compute power in whatever room they have to hold it in, with a given budget. Anyone with a few billion dollars and a warehouse can get enough Xeons to beat the current fastest supercomputer.

It's actually simple. Theoretical peak is the theoretical performance of each core * number of cores. This is what the supercomputer is capable of when some software is completely maxing it out.
However, in reality this never happens. There's always a bottleneck somewhere and software usually doesn't scale to a thousand cores without putting in some effort. You also have to factor in that such a supercomputer is not just a bigger version of your desktop PC, they often have a different architecture and different supercomputers have different architectures as well, so when you want to get the most out of one you have to program specifically for it.
The ratio of actual performance (there are standard benchmarks to get comparable values) compared to theoretical peak performance is an indicator for "how well" the machine was designed (or: for how bad the software is written for this design/architecture). The Chinese supercomputers so far are kinda bad at this. They basically throw money at the problem (good hardware) with mediocre engineering (architecture). This still works though and yields reasonable results.
TOP500 lists the 500 strongest supercomputers along with various values. Here's the current one: https://www.top500.org/lists/2016/06/ (Gets updated ~4 times per year)
Rpeak is the theoretical peak performance, Rmax is the actual performance when running a standardized benchmark called LINPACK.
You see, their latest supercomputer only achieves 74% of Rpeak. That's actually an improvement as the previous Chinese #1 only achieved 61% (now #2 on that list).
Compare to the Japanese supercomputer ranked #5 with 93%.
However, it's not that easy/fair. LINPACK is not equally "fair" when you e.g. compare vector processors against general purpose ones. A supercomputer can be built for a very specific task that it does very well but still gets bad numbers in LINPACK as it tests something the machine might be bad for.
