The times when it doesn't really matter is when you're playing at sub-60fps anyway, at which point pixel response is the more obvious issue.
If you have over 60fps the difference is obvious. Hell, even at desktop I can tell the difference in a blind test.

It depends what you use it for and what your preferences are.
144hz is generally best for 3D games where you have a constantly rotating/moving camera perspective because it makes the perspective changing much more fluid. All first person games, most third person games.
Games with locked perspectives don't benefit from it nearly as much - most RTS/MOBA/etc.
144hz if you play a fair bit of first/third person FPS/RPGs. If not, then go for color accuracy.
