Read the error message. Microsoft is copying and uploading all of your data to their servers to improve Windows 10 and make sure you're using the computer normally.
If you want to be able to reboot your Windows in under an hour, you should upgrade your internet (upload) or store more of your files on the Microsoft Cloud.
The above error has been coded to happen 30% more often for non-Genuine Microsoft software users, by the way.
