I won't comment on the '100% of cards have this issue' thing, because I don't know for certain if it does, but it paints a bad fucking light if something like four reviewers have had issues.

It would be better for the GPU market if someone bought out AMD and actually tried to compete. Nvidia can't even get close to competing to Nvidia for the enthusiast market. This is going to be a fail of monumental proportions. After people realize they're not getting the "benchmark" performance because of AMD throttling the card , it will flop so hard. No. It was as bullshit as 1080's being overclocked out of the box thanks to bios settings. AMD fucked up just as much expecting their little overvolt experiment to give better benchmarks to one-up the GTX 970 when it failed to deliver in multiple accounts. The RX 480 is a good card but not that good.
