That's actually related to this argument; those are a kind of hack to post WebP encoded images to 4chan. WebP is an image format that supports either lossless (like PNG) or lossy (like JPG).

Right...JPGs are for images with a lot of complicated color/details and PNGs are for simple vector graphics with large areas of flat color. The compression algorithm on PNGs falls apart when you try to save a photographic image.
