Microsoft already have a bunch of subscription products, Office 365 being the biggest one.

Not that I have any proof, but I'd think this would be a tool to upgrade the pre-packaged retail version of Office to Office 365, or the pre-installed OEM trial version to a full Office 365 subscription.

There's zero indication Microsoft are planning to make Windows some kind of subscription product, it hasn't been a significant profit driver for them for over a decade, they're just going to charge for new licences and stop the free upgrades on July 29th.
