From what I've seen, cultures that tend to put insane emphasis on perfect performance in school tend to produce shittier programmers, since they're the type to do the bare minimum of what needs to be done to satisfy the requirements and move on without thinking long term impact. The best Indian developers I've met are the ones who rebelled against their cultural mindset as soon as they came to the states. They're the ones with piercings, tattoos, and alcohol problems, but at least they can code well.
My impression of slav developers is that they do it because its a job they like, and it brings in good money, rather than "go into computers and bring honor to the family."
