do you not know how heatsinks work? the added fins increase surface area which allows for more effective thermal transfer
if you don't want ugly heatsinks on ram (size considerations, some big cpu heatsinks tended to block large ram heatsinks so the industry shied away from those) then get some plain black sticks without heatsinks

The price difference between 8GB DDR3 1600MHz and 8GB DDR4 2133MHz is literally $2.
You aren't spending really any more by going with DDR4, and if you're getting a new platform that supports DDR4, no reason not to get it.

All memory chips are made by the same 3 companies no matter who you buy your RAM from, just get whatever is cheap and meets your needs. If you need DDR3 get cheap DDR3 1600MHz, if you need DDR4 get 2133 or 2400MHz unless you can find a good deal on 3000MHz.
and it's 2016, get 2x8GB and dont worry about RAM for the next 8+ years.

Club 15 ddr4 2400 is equivalent to cl 7.5 ddr3 1200. New sweet spot is pretty much ddr4 3200 cl 18 which would have the same access time as ddr3 1600 cl 9.
