The reason it does that has to do with the way it does gapless transitions between tracks (and when repeating a single track). Whenever a song is set to play, a playlist is generated. This also happens when you loop a single track, but the playlist instead consists of only that single track. Pressing next/previous does what it needs to, but with only a single track in the playlist it won't have anything else to switch to.
TLDR rockbox's repeat one implementation is fucking stupid because "muh gapless playback" gimmick.
