They are also too stupid to realize that 960 was a bloody joke since its launch for $199-249 crowd (a.k.a majority of PC gamers). ROFL 7950/7950-670/680 performance in 2015.

The 480 was a game changer in that price range. They finally at 970-tier performance which means that PC game developers can push the envelope further without having to resort to 660-tier parts as the baseline.

What should I buy between the 970 and the 390?

The only cards left are a 390 Gigabyte and a 970 ASUS. Would the 3.5 memeram affect me in the long run even if I stick with 1080?

For total draw maybe(i.e PCIe + 6 pin which is what's shown in the graph you posted), but not for draw from the PCIe lane. Draw over the PCIe lane is not only peaking up to 225W, but consistently over the 75W spec.

but the power consumption and how terribly it seems to overclock scares me
it seems like amd pushed the cards clock speeds as high as they possibly could. which would explain why all the reviewers could get like a 5% overclock at best.
hopefully with non reference cards it can overclock at least 15% better, but less than 5% with a reference card is terrible.
