I live in Europe and the 970 is STILL more expensive than the rx480. Even though it's not a wide margin, you have to consider the 970 is an older architecture, has way less ram and already the reference 480 is right on its heels or in some benchmarks getting the best of the 970.
I think it's sensible to wait for non-reference 480, they will run cooler and quieter.

AMD sells the cards to the retailers at bulk for an agreed amount. They have their money before the retailers even start selling.
Then when the retailers put these up for sale and see there's huge demand and not much supply they raise their prices and pocket all of that extra profit themselves.
