DESU we've never needed them since our nation was founded on those things from the get-go. The US is primarily a nation founded on a ideological concept while European states are just founded on providing a homeland for a certain ethnic group. European nations have never been quite safe from the threat of tyrannical government for that reason, so it requires extra effort. For example, Germany had to have a whole bunch of laws put in place after 1945 specifically to prevent a resurgence of...those unpleasant things (eg. no political party with less than 5% of the vote can be represented in the Bundestag).
