No. 4gb is still perfectly fine. There are people who are still using older 2gb cards like the 750 ti and are running modern games like gta 5 just fine. Just because this one game (with bad reviews) has a setting that's specifically made for the new 1070 and 1080 and doesn't work on lesser cards, it doesn't mean those lesser cards are suddenly obsolete. The fact that the game goes from 7.5gb utilisation at hyper settings to ~3gb utilisation at ultra proves this. Also the 970 actually averages ~10% higher fps compared to the 390 at ultra settings according to the exact same digital foundry video. Don't base your opinions on one shitty game with absurd requirements for a single setting.

I'm running a shitty GTX 750 with a 300W power supply. Sources say the RX 480 needs 150W
Does this mean I'll be able to use it with my current power supply or will I need to upgrade? Power consumption is never something I've had to worry about as the PSU that came with my shitty desktop before I upgraded has handled most things.

Thing is it's not just Mirror's Edge. Doom has a Nightmare setting that locks out cards with 4GB VRAM. These games show a trend that's most definitely going to continue. Sure these cards work but it isn't senseable to buy a card that you know will have bottlenecks when there's alternatives that don't at the same price.
