Last time I had this problem I found it was because there zoom in the display properties was either too high or too low. Play with that and it should just fix itself.

For some reason the start menu becomes unresponsive when you suspend the cortana.exe process.
It seems that cortana and the start menu are the same program, so if cortana fucks up your start menu is fucked up.
This means that Window 10's start menu isn't in any way similar to the Windows 7 start menu that everyone wants.
This is a known problem with full screen OpenGL programs.
You need to kill SearchExperienceHost.exe and (possibly) SearchUI.exe processes. They will restart automatically on their own. I have a powershell script on a task schedule that does this automatically for me once every 4 hours.
