There should be very little performance difference between Vista SP2 and 7 SP1 when configured to use exact same services.
The Vista has slightly longer boot time compared to 7, but again, Server 2008 (not R2, which is identical in every performance sense to 7) is faster than Vista or 7. There is some mystical libraries that explain the boot times. Also Vista/Server 2008 have slightly better cpu performance (Sandy Bridge and bdver2 and older) than 7/Sewer 2008 R2, which manifests only in encoding and similar jobs.

SP2 makes it's average-okay, still not as good as Windows 7, but it's enough to at least use it for everyday use.

Responsiveness is identical on my setups between 7 and Vista from HDD. Again, Server 2008 is slightly faster and Server 2008 R2 identical to 7. Either way, compared to Server 2003 or amd64 Xp, all NT6.0 windouses are horribly unresponsive.
