There are guides on what.cd on how to properly rip CDs. Basically you want to use EAC (for windows) or XLD (for mac) to make perfect lossless flac rips with a log that scores 100% on the what.cd log checker.
Then you can encode your flac files to 320kbps mp3, vbr V0 mp3 and (optionally) V2 mp3. Hardly anyone downloads V2, but it's a good way to inflate your upload count.
If you want to get uploads without even having to rip a CD, use /better.php. You can download flac rips uploaded by other people and encode them to the various mp3 formats yourself.

When it works, it works great - especially with the ltconfig "high performance seed" preset. Rtorrent doesn't come close in terms of seeding performance. This bug is a royal pain in the ass though.
Fortunately there's a fix in the pipeline with Deluge 1.3.13, but who knows when that will come out.

Well it depends on the peering but in theory I/O shouldn't shit the bed so you should see a significant jump.
