My max price range is about 700 USD, I do plan on using a card that can hold up for a long time (even on low settings, which the 670 does a respectable job of). I am probably going for NVidia as I do like using the CUDA stuff for things other than gaming.

But I am currently in the US until the 9th of July, so I am uncertain if I should wait for the 1080 to get back in stock or just get the 1070 right now.
