umm no. Idk for sure about defender, but in windows 7 with mse I've had at least 3 times adownload from torrent with a folder structure and files exceeding that limit. those files could not be moved, folders could not be deleted. I strongly doubt that defender would have fixed that, since it's not its job at all.

This was a pretty big thing for defender. it does this to help protect against malicious files hiding themselves with unreadable file names/directories. It requires indexing to be on, windows defender to have admin privileges and be updated, and compression to be off. But it does do this.

where you see this isn't usually long paths, its characters in filenames that windows can't deal with. The most common being colons, which show up because linux screenshot utilities like to name files "screenshot at 2016-06-26 12:00:00.png" or similar.

There's also some reserved names that windows won't hear of. "CON", "AUX", "LPT1", and some others. They're device names that date back to the murky days of DOS 1, 2, and 3.

No from 7 forward. 10s maximum path limit is substantially larger but Im sure it still includes this feature. I haven't encountered any application incompatibilities however. So I use 10, it runs quite a bit better than 8 and gets better battery life. But the OP is mostly shitposting surely.

NTFS is pretty competent, most of the arbitrary limitations are from the Windows API that preserves backwards compatibility down to Win 3.1
