Well the 1080/1070 chip is bigger than the one in the 480, obviously it means yields are lower just by the size itself, if Nvidia made a cutdown version to match the 480 their yields will also improve vastly.

Really? NVIDIA doesn't even make the chips, and doesn't build the boards either. Chances are, NVIDIA's contract with TSMC probably stipulates that NVIDIA can't completely monopolize the fabs and production has to be stretched out in order to allow capacity for other TSMC partners.
