A basic driver is only 2MB.
Why do I need a 300-400MB download just to update GPU drivers these days?

You can download a driver without any extras and they're usually about 20-40mbs for basic functionality. The space is taken up by additional calls, game patches and the GUI.
Bloat.
It's not just the graphics driver, it's everything that comes with it plus their dependencies.
That flashy GUI? 100MB of dependencies.
Audio driver.
PhysX driver.
3D driver.
Game-specific settings profiles.
