From user point of view most websites could be made to work with server generated HTML documents and forms. There are some performance reasons and nice to have features to be had with scripts but most sites that are for distributing content like images or videos wouldn't really need any scripts to serve the same features.
Most sites just want to spy on you to serve ads, optimise their user experience and generate usage stats.
