Just installed Ubuntu 16.04 to replace Botnet 10. What themes should I install. Icon packs as well.

I believe the best "it just werks" would be Elementary OS, looks nice too, have not got around to trying it though, but heard plenty nice about it.
Flatabulous + Numix Circle w/modifications looks really nice.

Ubuntu or any of its derivatives, including Ubuntu Gnome (personal choice), and for the most part each of them is interchangeable since you can very easily install new desktop environments, e.g. Unity, Gnome, KDE, Mate, XFCE, but that all comes down to personal choice and trying them all out.
If you install Debian on a laptop get ready for your wifi drivers to be disabled without some finagling, but everything descended from or including Ubuntu is a solid choice and well supported by software developers and online documentation.

As for a theme, I recommend Flat Studio, pic is Faenza + Flat Studio Dark, in using Gnome but it has support Unity and GTK2 as well.
