Not a shill, but I've done plenty of research, and signal is basically the best you can get while also being easy enough for normies.
Messages are provably end-to-end encrypted (unlike telegram where they sit in clear text on telegram's servers). Play services is used for notifications that a new message is waiting on the signal servers so your battery doesn't get murdered via signal checking for updates all the time. Play services doesn't even get the encrypted messages, it's just a notification for your client to go fetch a new message.

I thought they were working on removing the Google Play Services dependancy but they were using it because otherwise they would either have to use a more battery consuming connection method or setup a distributed set of push servers so that it would be robust enough. Instead they use Google's service as a transport medium.

They're fine with using Google Play Services because the messages are end to end encrypted, but people are worrisome dogs and I suppose that there is always some concern that Google Play Services could be getting used for more than just the transport (once the app decrypts the messages for example).
