The CPU has to feed the GPU performance. If the CPU is maxing out single core and can't do anything else on a single threaded application (like most games) then FPS won't be able to go to what the GPU can max out at.

Nvidia jewed a bridge too far this cycle, with a ridiculous gap between the 1060 (expected to be 144 GB/s, 2.8 TFLOPS trash) and the 1070 (256 GB/s, 5.8 TFLOPS), and the 480/470 span almost all of that performance gap in the $150-$250 price range at that.
My hopes for the next six months are:
