Skylake supports Windows 7, the problem is that Skylake dropped HCI support for USB 2.0. If you want to install Windows 7 you have to use a CD-DVD drive.

Yes. You can install Windows 7 with a CD-DVD drive.

USB 2.0 works natively in Windows 7 so that's no problem. You're going to have to download and install the USB 3.0 drivers yourself though.
