I am currently using FoxFi to circumvent this issue. Will the changes apply if I've already maxed out my limit for the cycle? FoxFi pulls anywhere ranging from 3mb/s to 8/mb/s, where the stock tether pulls 8 consistently. I added ,dun to the APN but it doesn't seem to make a difference, T-Mobile still caps me to an ungodly 15kb/s.

It won't circumevnet throttling, it just fixes it so that your tether data is normal data and you don't have to worry about the 7GB limit or use any shitty hacks like PDA net.

The speeds should be no different from your phone if you use the method i posted, Tmobile sees your tether data as regular phone data.
If you are being throttled its just because you used a lot of data and when you "reset" yeah it should be full speed.
