What's the difference between a desktop environment and a window manager?
One is an environment in which to perform desktop tasks, the other is for managing windows

Desktop environments provide a suite of tools to do things whereas window managers control just control the windows and the desktop
For example, the KDE bundle comes with a bunch of different software like dolphin for file management, kate for notes and a login manager (kdm), but the window manager itself is just plasma desktop.
Window managers are just the things that draw the windows, like xfwm, openbox, etc. You will usually have to download extra things to get them to work functionally, like a panel/taskbar.
Desktop enviroment includes window manager.
