Not only that but the intel fab inside China has not been given the access to the latest manufacturing processes. Their Chinese fab does 65nm chips which is ancient technology in silicon world. Looks more like a copy of Cell. It has a general core "MPE" (PPE in Cell) that feeds stuff into simple calculation cores (CPE, 64 cores, Cell called them CPE).

Interesting is that the TFLOPS theoretical peak is lower than for Xeon Phi Knights Landing which will probably have higher practical yield (easier to program, see PlayStation 3) and it has much better memory subsystem. And apparently the computer draws 370 W per node, so the power efficiency also doesn'T beat Intel, most likely. Granted, it probably has shittier manufacturing process.

Roads, trade routes, and compasses could help to an extent but every country was roughly equally "developed" in this sense, there was very little difference in the quality of life and lack of disposable income for destitute farmers in Africa vs China for example, which comprised the large majority of the population everywhere.

The US just admitted to spending 1.5 billion at the Utah Data Center, which means it probably spent about 15 billion in reality. Surely they have some kind of super computer in there.

To give you thr idea, the company where I worked invested more than 50million euros (that's for new equipment alone) so that we can fabricate embedded processor from 130nm to 65nm (basically to upgrade the technology level of year 2000 to 2006/7. In 2015).

Imagine going from 32nm (which is even more advanced than ours) to 14nm.

Spending hundreds of millions of dollars in new technology is one thing, having a team of experts to develop the algorithm is much more important.
