A 6700HQ is not that bad on battery life. What it does need is a good cooler to keep the clocks up.
A dedicated graphics chips in a laptop is nearly always detrimental to battery life, however.
I am guessing the reason why you don't see many laptops with a 6700HQ is because the chip itself costs more than the laptops people carry around.
And I guess that's also the reason why you see most laptops being underpowered. Low voltage chips are so much cheaper, because Intel probably (don't quote me on this) produces a lot of 6600u chips and sells everything that doesn't make it for cheap.
As for battery life, a good example would be the Asus laptops. They come with all kinds of chips, and the Core M does not last longer than the i7 U chip, because the i7 finishes its task and clocks down again.
