Does the government maintain an archive of every website that you visit and all the information that you send on the internet?

So logs of all your chats, porn habits, shitposts on 4chan, etc.

Do they only do it for people on a 'list'? What do you need to do to get on such a list?

Yes. The USA has been logging all traffic, telephone calls and everything else on the internet since the late 80s. In the 90s was echelon the hot shit, now it is prism. Xkeyscore tracks your browsing habits.

There is a list of keywords which are monitored and logged if they appear somewhere on the internet. If the NSA wants to know more about the source of the keyword, they go to the provider and ask for serverlogs (and usually have the right to get them) or they use analytic programs or honeypots to colloect informations.

Rule over the thumb: If a web service is based in the US, it's easy for any government argenture to infiltrate the service or get server logs. Some companies such as Microsoft, Yahoo, Google, Facebook, Paltalk, YouTube, AOL, Skype and Apple work together with the NSA directly, for more informations, see here: https://en.wikipedia.org/wiki/PRISM_%28surveillance_program%29

Nobody knows about 4chan itself since it's code is prorietary, but since reCAPTCHA is a Google service, posts are stored at least at Google servers.

Most likely not, unless you are on some watch list.
Reading any chatlog, shitposts, tweet and so on from every american would bea job even the NSA or any other government has the workforce.
For normal people they will very likely just look at what sites they browse, what numbers they call, what people they chat with and if there is infact a overlap with someone that is/was on a list expect to be on the list very fast too.
Anyways if you are rich, influential or in the politics you are very likely watched by the NSA.
